Papua New Guinea Announces Minimum Wage Increase Effective 2026 After National Review
Papua New Guinea’s Minimum Wages Board has announced a series of phased minimum wage increases beginning January 2026, marking the first adjustment since 2016 after a comprehensive nationwide review.
New Minimum Wage Rates Effective 2026–2028
Following the 2024–2025 Minimum Wage Determination, the MWB in collaboration with the Department of Labour approved the following wage increases:
- January 1, 2026: K5.00 per hour, up from the current K3.50 rate
- January 1, 2027: K5.25 per hour
- January 1, 2028: K5.50 per hour
The increases will be rolled out progressively over three years to give businesses, including small and medium enterprises, sufficient time to adapt.
Rationale Behind the Wage Increase
The Minimum Wages Board cited key reasons for the adjustment:
- Rising cost of goods and services: Inflation over the past decade has eroded the purchasing power of low-income earners, making essentials harder to afford.
- Restoring purchasing power: With wages stagnant since 2016, the Board emphasized the necessity of increasing wages to help workers manage current economic challenges.
The phased approach aims to balance support for workers while preventing sudden financial burdens on employers.
Public and International Support
Several organizations and media outlets reported on and endorsed the new minimum wage decision announced in September 2025:
- Business Advantage PNG: Confirmed the scheduled wage rises from K5.00 in 2026 to K5.50 by 2028.
- NBC PNG: Covered the gradual increase from K3.50 to K5.00 in 2026 and beyond.
- The National: Published statements from MWB Chairperson Beverly Doiwa regarding the phased increases.
- International Labour Organization (ILO): Welcomed the new minimum wage and validated the three-year adjustment, coinciding with PNG’s 50th Independence celebrations.
Significance of the Wage Adjustment for PNG Workers
The 2026–2028 wage increases represent one of the most significant changes to Papua New Guinea’s labour standards in nearly ten years. Minimum wage earners are expected to gain meaningful financial relief amid rising living costs, while employers benefit from a staggered implementation allowing for planned adaptation.
As the effective date approaches, all stakeholders, including businesses, workers, and policymakers, are preparing for this long-awaited improvement to the country’s wage framework.
