Port Moresby, NCD – A significant change in public services for the National Capital District is expected to create new employment opportunities as Motor Vehicles Insurance Limited (MVIL) takes over key functions from the Road Traffic Authority (RTA).
In a joint public notice issued on Friday August 8, 2025, it was announced that starting Monday, August 11, 2025, MVIL will be responsible for all motor vehicle registration and driver licensing services in the NCD. This move follows a directive from the Prime Minister, Hon. James Marape, and the Office of the Chief Secretary.

- Issuing driver’s licenses (except for heavy vehicles).

The Road Traffic Authority (RTA) will retain its regulatory functions, which include licensing heavy vehicles, PMVs, taxis, and motor car dealers.
