Pacific Development Contractors Limited seeks a skilled Shipping Officer in Kimbe to manage shipping operations, ensure compliance, and coordinate logistics efficiently.

Pacific Development Contractors Limited (PDC), a leading Papua New Guinean construction company, is inviting applications for the role of Shipping Officer based in Kimbe. This full-time position requires a detail-oriented individual to manage shipping and logistics operations supporting national development projects.

The Shipping Officer will be responsible for ensuring smooth import and export activities, compliance with PNG regulations, and efficient coordination with multiple stakeholders including suppliers, freight forwarders, customs brokers, vessel crews, and port authorities. This role is ideal for those who thrive organizing complex logistics and working in both independent and team settings.

Responsibilities

The successful candidate will be expected to carry out the following key duties and contribute effectively to the overall objectives of the role and organisation.

  • Coordinate with suppliers, freight forwarders, and customs brokers for smooth import and export operations
  • Prepare and submit import/export documentation, including commercial invoices, bills of lading, and customs declarations
  • Ensure compliance with Customs, NAQIA, NMSA, NICTA, and Department of Transport regulations
  • Oversee imports and exports clearance, container tracking, and off-hire to shipping lines
  • Track and monitor shipments, resolving issues or discrepancies promptly
  • Coordinate shipping operations, including cargo loading, vessel scheduling, and logistics arrangements
  • Liaise with PNG Ports authorities and stevedores to ensure efficient port operations
  • Liaise with captains, crew, marine surveyors, and other stakeholders to ensure smooth operations
  • Order marine parts and manage inventory to support vessel maintenance
  • Ensure crew compliance with safety protocols and company policies
  • Negotiate competitive rates with carriers, freight forwarders, and customs brokers
  • Monitor weather conditions and develop procedures to improve safety and efficiency

Qualifications

The ideal candidate should demonstrate the following education, experience, technical competencies, and professional attributes required to successfully perform this role.

  • PNG Citizen
  • Strong organizational and coordination skills
  • Excellent communication and interpersonal skills
  • Proficiency in preparing shipping documents and manifests
  • Knowledge of PNG shipping regulations and compliance requirements (Customs, NAQIA, NMSA, NICTA, Dept of Transport)
  • Familiarity with maritime regulations, safety protocols, and cargo handling procedures
  • Understanding of fuel management and logistics
  • Ability to work under pressure and meet tight deadlines
  • Attention to detail and problem-solving skills
  • Willingness to work flexible hours and shifts
